Mr. Lu Ping (man with glasses) was a Chinese politician and diplomat. He served as Head of the Hong Kong and Macau Affairs Office of the State Council of the People’s Republic of China, and oversaw Hong Kong’s transition from British to Chinese sovereignty in 1997.

Ms. Leung Oi-sie (in black) is a Hong Kong politician and solicitor. She was Secretary for Justice of Hong Kong from 1997 to 2005 and a member of the Executive Council of Hong Kong.
